"Cele ce plutesc" (literally "Those Who Float") centers around Avram, a Romanian man who stumbles upon a potentially lucrative business idea while working abroad in Europe. He observes that Italians are willing to invest heavily in trained dogs to guard against the influx of immigrants arriving on their shores. This sparks a scheme in Avram's mind to capitalize on this demand.
Driven by the desire for financial gain, Avram returns to his native Romania with the ambition of establishing a breeding program for watchdogs. His intention is to train these dogs and subsequently export them to Italy, tapping into the market fueled by anti-immigrant sentiment. Little does he know that fate has a peculiar sense of irony in store for him.
As it turns out, Avram decides to set up his dog-breeding operation right next to a camp housing immigrants who have recently been deported from Rome. This geographic proximity inadvertently recreates the very tensions he sought to profit from, bringing the anxieties and prejudices of the Italian situation to the banks of the Danube.
Avram's life takes a sharp turn as his actions begin to generate unforeseen complications. His personal life becomes entangled in a scandalous affair with his own daughter-in-law, adding a layer of moral ambiguity to his character. Furthermore, he finds himself at odds with the very people he sought to exploit – his newly arrived immigrant neighbors.
The situation escalates as Avram's safety is directly threatened, highlighting the perilous consequences of his ambition and the moral compromises he has made. The film explores the complexities of human relationships, prejudice, and the pursuit of financial gain at the expense of others.
